2. Is Shayera actually working with the supervillains, or was I just confusing dark-haired women we only saw briefly?
This part of the episode could/should have been handled more clearly than it was. The woman who brought the water to Carter/Hawkman at the end of the episode that caused him to be "tagged" by the Suicide Squad was Plastique, from the S8 episode of the same name (as well as the S8 episode Injustice). Plastique appears in the scene where Deadshot is sprung from prison. I think the audience is expected to recognize her because of her amber-colored eyes, which the camera focused on after Carter got dosed, and which the camera again focuses on when she steps into the scene outside Deadshot's jail cell. I think it would have been smarter to make use of the streak of electric blue in her hair to tip the audience off that the woman with the water and the mouthy teenaged supervillain were one in the same, but that could just be me. ;-)
