Yes, that makes sense. But on the other hand, given that Chloe is often not merely Chloe but exposition fairy speaking on behalf of the writers things they are too lazy or inept to show (Lex is evil now, etc. etc. etc.) I find Chloe encouraging Clark to tell Lana even more annoying than her blaming Lex for Lana's invasions of privacy, because it suggests that we the viewers are supposed to trust Lana now, like Chloe does--despite the fact that the episode deliberately sets up a parallel between Lana's creepy stalking of Clark and the guard's creepy stalking of her.
