YES!! That is totally the heart and soul of Superman. And it also explains, as you pointed out in your post, why they're painting pre-Superman Metropolis like Gotham: because Clark's heroism isn't just that he stamps out crime, it's that he morally uplifts the whole city by making them want to be their best selves.
